Resolved. Between 22:48 UTC on February 14 and 00:50 UTC on February 15, some calls in western and central Canada failed or took longer than usual to connect. A spike in call volume from the regional local phone company congested our interconnection trunks. The volume has dropped, and the problem has ended.
